My upstairs toilet is leaking and flooding the whole bathroom.  That can't be good.

I never even use it!  I've prolly used it a total of 7 or 8 times since I moved in!

Have you called the super about it? Given the structural damage that can happen when an upper-level floor is constantly immersed in water, I'd guess that s/he would be eager to go fix the problem.
